Pertaining to, or characteristic of, the Smooth Streaming fragments that can be cached on servers on the edge of an HTTP network for reuse by clients. The fragments can be cached because of the stateless nature of the HTTP protocol, which treats each HTTP request as an independent transaction that is unrelated to any previous request.
